Obama’s energy plan is more scandal ridden than bush’s.
Its about real estate. Worthless Desert is now worth millions. Obama is funding banks who leased government land for pennies not stand to gain millions. A Dentist made about 50 million applying for a lease then selling it to energy company.
There is enough solar in the cities of southern california. Why would they build transmission lines and impact 10000s acres of desert? Solar plants 200 miles from the cities! THINK ABOUT IT.

Cities are alright for photovoltaics, but if you install them in cities they tend to be installed in smaller groups (eg on roofs), each small section then requires frames, connecting wires, inverters etc. Building on flat land works out at a lower average cost.
Cities also can’t really use concentrating solar power, which has advantages over PV in that it has a smoother power output (and can store energy for after the Sun goes down), and it’s cheaper than silicon PV (although maybe not cheaper than thin film and other new techs, I’m not sure).
In principle it’s perfectly sensible that the value of desert land will increase as solar tech improves. There’s nothing fundamentally wrong with that.
